A History of Legislative Efforts

  1. Floodplain Ordinance — updated the Township Zoning Code regulations for floodplain conservation. This legislation prevents certain construction within the floodplains, regulates land use, and is required in order to participate in the national Flood Insurance Program.

  2. Ordinance No. 825 — Requires stormwater management facilities for any construction project which will create 200 sq. ft. or more of impervious surface.

  3. Resolution No. 943 — adopted in February 1997, requested DEP assistance to conduct a study of the Sunnybrook Creek drainage conditions. In September 1999, the Township was notified by the Division of Waterways Engineering that our project was at the top of the list of projects to be completed. Township representatives met with DEP on May 17,2006 as a follow up to our earlier request. DEP expects to begin their study of the Sunnybrook shortly but will require a minimum of one year to complete their work. The study was completed in February 2009 but could not justify the expenditure of public funds for flood protection projects due to the high cost of implementation and minimal benefit. Instead, the study confirmed earlier Township recommendations to perform flood proofing activities and to install back flow prevention devices at private structures, and to perform regular inspections of streams and bridges to ensure they are clear of debris.

  4. Federal Law 106-53 — Water Resources Act — signed into law by the President of the United States in August 1999. The bill authorizes the Secretary of the Army Corps of Engineers to conduct a small flood control project study for the Township of Springfield, and, if the Secretary determines a project is feasible, to carry out the project under Section 205 of the Flood Control Act of 1948. Received "strong Congressional interest."

  5. Ordinance No. 863 — adopted April 2004. Requires more stringent stormwater management activities, operations and maintenance for water quality and prohibits certain discharges and connections to the storm sewer system.

  6. Ordinance No. 855 — AAA Residential Zoning District — requires less impervious surface to be created as part of subdivision/land development projects.
